3C2A Board Launches Governance Modernization Initiative

Sacramento, Calif. – The 3C2A Board of Directors has approved the launch of the 2026-2028 Governance Modernization Initiative, a comprehensive review of the Association's Constitution, Bylaws, and governance framework designed to support organizational alignment, operational effectiveness, and future growth, announced Wednesday.

The initiative will be guided by principles of student-athlete-centered decision making, equity and inclusion, operational effectiveness, long-term sustainability, clarity, consistency, transparency, and strategic alignment. These principles will serve as the foundation for evaluating governance structures, legislative processes, and organizational priorities throughout the review process.

As part of the action, the Board approved a two-year legislative moratorium to allow the 3C2A membership to focus on a comprehensive governance review rather than individual legislative amendments. The membership will continue to have access to the existing emergency legislation process for matters involving student-athlete health and safety, legal or regulatory compliance, significant fiscal or operational issues, and required sport rule changes.

The Board also established a Legislative Working Group to coordinate the initiative, expanded the Strategic Alignment Workgroup's charge to include governance implications of strategic priorities, and directed coordination among key organizational review groups.

"The Governance Modernization Initiative represents an opportunity to thoughtfully evaluate how our current framework supports the 3C2A's mission, values, and long-term priorities," 3C2A Board Chair and Allan Hancock College President/Superintendent Kevin G. Walthers said. "Guided by principles such as student-athlete-centered decision making, equity and inclusion, transparency, and operational effectiveness, we can build a governance framework that is clear, sustainable, and aligned with the vision for the future of the 3C2A."

"The timing is right to undertake this work given the significant changes occurring throughout intercollegiate athletics and the evolving policies impacting student-athletes," 3C2A Executive Director Jennifer Cardone said. "The initiative provides an opportunity to modernize our governance structure while ensuring it remains aligned with the needs of our student-athletes, member colleges, and the future of the 3C2A."

The Governance Modernization Initiative will include broad membership engagement and numerous opportunities for feedback throughout the review process. Additional information regarding project structure, working group appointments, and implementation planning will be presented to the Board at its August meeting.
